Using the ALERT!! plugin users can send messages to a select group of users and not everyone on the network

Another requested feature was an alarm that sounds when an alert is sent instead of the default notification from the stock ATAK Alert feature. There is a configuration option to allow this alarm to continue until the user interacts with the EUD.
